Why can't I invite users to the dashboard?

In order to give other people access to the dashboard of a Population in WorkNavigator, you have to be the "DI Manager'.

You can easily tell if you are the DI Manager in the User Manager. If you see the  "⋮" ellipsis icon next on the left of the D.I. you want manage users for, within the D.I. Users tab.
